But, Cannabis sativa plants that test under .3 percent are federally legal, and we call them ‘hemp.’

Yes, we know, it seems a bit of a silly way to differentiate the same plant. Mainly since the high THC marijuana strains currently sold in head shops (in legal states) usually contain at least 10 percent THC, if not more than 20 percent. However, after 80 plus years of complete federal cannabis prohibition, it was a relief to have a narrow definition of legal hemp available for legitimate breeders to grow and sell.
Not to mention the cannabis plant is amazing.
